Narrative:

Fuel gauge on wing and in cockpit on MEL. Informed captain about having 4000 pounds on board being illegal as we cannot check fuel quantity or imbalance. Only way to check is to carry 1036 pounds of fuel or less in each tank and use magnetic dipstick; or to fill full tanks. Captain spoke with dispatch and maintenance. They all said its fine. I informed captain again today when airplane was assigned to us and it was discussed in detail and determined it is not legal to take airplane. Event happened because of inadequate training in flight crew; dispatch and maintenance. Airplane was grounded.
