Narrative:
On final for runway 8 at phoenix just outside of wazup intersection tower issued us a traffic advisory 1 o'clock and 1 mile. Soon after an RA was issued and autopilot and flight directors were switched off. RA commanded 'climb.' max deflection was exercised and we saw the single engine aircraft pass under us by 400 feet. Single engine aircraft was not talking to anybody.

Title: An air carrier crew was issued a traffic alert by ATC on final to PHX Runway 8 at 3;000 feet. Shortly there after a TCAS RA commanded a climb to avoid traffic which passed 400 feet below them.
