Narrative:

November 2009; a saab 340B aircraft had to be ferry flown into ZZZ for a left bleed valve 'closed' issue. Upon reading what the outstation had accomplished; it was determined no deferral was made; so no maintenance procedures had been accomplished. I think the outstation had all ready done the maintenance procedures and in an attempt to save time; decided just to try to explain it in the paperwork. I can try to double check both sides of the maintenance; but knowing reality; time will not let me do that every time.

Title: A Mechanic reports a Saab-340B had arrived as a Ferry flight with a left Bleed valve closed. After Bleed valve replaced; aircraft departed with the Ram Air Scoop still locked in the 'drop-down position. Lack of adequate documented Maintenance work prior to the Ferry flight cited as a contributory cause.
