Leading and trailing edge flaps failed to extend normally. No indication of flap movement on gauge. Used QRH procedures; declared emergency; briefed flight attendants and passengers. Landed using appropriate abnormal checklists. No injuries to anyone onboard or persons on the ground. Emergency canceled on taxiway after inspection by crash/fire/rescue crew of the airplane. Airplane parked normally.
