Narrative:
While training a developmental controller on local west; arrival west requested approval to land a C525 on runway 15R; which was currently in use as a departure runway. The operation was approved and the C525 was 45 miles away from the airport. Before the traffic arrived; two aircraft entered the ofz associated with runway 15R. They were in the area farthest away from the runway at the time. The weather was clear and VFR with light winds. As the aircraft was touching down I realized the two aircraft were in the ofz. In my opinion there was actually no conflict between the arrival and the aircraft on the ground. After the session I reviewed the obstacle free zones with the developmental. Recommendation; review the ofz's with trainees often during training. Make a mental note to have the trainee consider any ofz's before approval of 'out of the ordinary' requests.

Title: IAH Local Controller providing OJT described an POFZ entry event; when the Developmental Controller allowed several aircraft to enter the Precision Obstacle Free Zone (POFZ) with an aircraft landing.
