APU was running prior to pushback. Captain elected not to start #2 engine while at gate. Engine start checklist was called for and completed during aircraft pushback. Captain started #2 engine during pushback. Parking brake was not released prior to pushback. #2 engine powered up hydraulics for parking brake. Aircraft came to sudden stop while being pushed with tug. Tug driver appeared upset and concerned. Parking brake was released and pushback was completed. SOP of not starting engine #2 engine during pushback not followed. Parking brake was released.

Title: A DHC8-400 (Q400) Captain elected not to start the number two engine at the gate. Because the parking brake was not released before pushback; when the number two engine was started during pushback and the engine driven hydraulic system developed pressure to apply the parking brake the aircraft came to an abrupt stop.
