Narrative:

On sep/xa/00, aircraft xyz was reported to have stiff ailerons by the flight crew on taxi. Aircraft returned to the gate, and it was found that the pressure and return lines were hooked up backwards at the aileron tab lockout actuator. This error was caught prior to the first flight out of its ZZZ modification visit. It was brought to my attention on oct/xc/00 at XA00 that I was involved in the leak check of the actuator after the hydraulic line modification was completed. During the leak check, I failed to actuate the aileron when the hydraulic pressure was on. I realize now that didn't provide a proper leak check and that the cockpit man may have been able to notice the stiff ailerons at that time.

Title: A FOKKER 100 WAS RELEASED FOR SVC WITH THE R AILERON TAB LOCKOUT ACTUATOR HYD PRESSURE AND RETURN LINES SWAPPED.

Narrative: ON SEP/XA/00, ACFT XYZ WAS RPTED TO HAVE STIFF AILERONS BY THE FLC ON TAXI. ACFT RETURNED TO THE GATE, AND IT WAS FOUND THAT THE PRESSURE AND RETURN LINES WERE HOOKED UP BACKWARDS AT THE AILERON TAB LOCKOUT ACTUATOR. THIS ERROR WAS CAUGHT PRIOR TO THE FIRST FLT OUT OF ITS ZZZ MODIFICATION VISIT. IT WAS BROUGHT TO MY ATTN ON OCT/XC/00 AT XA00 THAT I WAS INVOLVED IN THE LEAK CHK OF THE ACTUATOR AFTER THE HYD LINE MODIFICATION WAS COMPLETED. DURING THE LEAK CHK, I FAILED TO ACTUATE THE AILERON WHEN THE HYD PRESSURE WAS ON. I REALIZE NOW THAT DIDN'T PROVIDE A PROPER LEAK CHK AND THAT THE COCKPIT MAN MAY HAVE BEEN ABLE TO NOTICE THE STIFF AILERONS AT THAT TIME.
