Narrative:
After 34 yrs flying in and out of lga, I now feel lga has become a dangerous airport. Voices of approach, tower and controllers are stressed to the maximum. ATC is trying to stuff too many aircraft into too small airport. Our flight, a B757 from stl-lga on 00/09/sat was given a 2 hour wheels up in stl. On approach to lga ATIS was high clouds, excellent visibility, wind 040/15, departing runway 4, localizer approach runway 31. Runway confign should have been reversed with wind 040/15 landing runway 4 and departing runway 13/31. Approach controller talked non-stop as aircraft were vectored over lga airport, east over long island for a 20 mi final. At 10 mi final, we were turned over to lga tower for the localizer approach, runway 31. I asked for south turns as I was 2 NM on TCAS behind traffic, lga tower stated I was 3 1/2 mi but south turns ok. Either my TCAS is in error or the tower radar. I believe my TCAS and my eyes. On short final runway 31, wind 040/15, a tailwind existed as we were going to land long. I ordered first officer (flying pilot) to go around. At least 3 go around occurred that night while I was there. Another air carrier pilot and myself both asked ground control for the tower phone #, she (lga ground control) told us she was too busy to give us the phone #. I strongly feel lga is an accident waiting to happen, and has become a dangerous airport.

Narrative: AFTER 34 YRS FLYING IN AND OUT OF LGA, I NOW FEEL LGA HAS BECOME A DANGEROUS ARPT. VOICES OF APCH, TWR AND CTLRS ARE STRESSED TO THE MAX.
