Narrative:
Training in west radar during an OJT over the shoulder ride; I was working east radar. West radar was working aircraft X who requested to hold at javah; which was issued as published and maintain 5;000 ft. The aircraft was headed toward a 6;200 ft MVA; as soon as I noticed; I advised west radar and they began to take corrective action; however the aircraft was not able to maneuver well enough to avoid the higher MVA. Recommendation; additional training on holding patterns.

Title: FAI Controller described a MVA infraction event when holding at JAVAH was approved by an adjacent Controller at an altitude below MVA standards; reporter advocating increased holding procedures training.
