Narrative:

Catalina one taylored arrival (TA) continues to compromise safety at newport sector. In this case; the presence of a TA arrival (ANZ2) added too much complexity to a busy sector. ANZ2 descending on catalina one TA was in conflict with air carrier 1 (crossing traffic) and air carrier 2 (departing from lgb and in conflict with the ANZ2's route.) the catalina one TA 'sells' all altitudes between FL070 and FL120 in a sector that is too busy to permit this route. It also puts the TA arrival aircraft much closer to the main confliction area in newport sector versus the safer leena arrival; which has been in place for years. During this event ANZ2 had to be taken off the altitude portion of the arrival in order to de-conflict him from air carrier 1. Additionally; air carrier 2 could not be vectored east as soon as desired because of ANZ2. The resulting complexity made newr unmanageable and a lot less safe. I believe 100% of the air traffic controllers in my area think this procedure is unsafe. I believe the arrival is only being pushed-through due to politics and pressure from the airlines. This test procedure (catalina one TA) should be abolished. It creates unnecessary conflicts and unsafe workloads in one of the most complicated sectors at sct. Recommendation; abolish the catalina one taylored arrival test procedure.
