Narrative:
Los angeles departed a heavy less than three miles behind a crj; on the same route. Vertical separation was not lost; but was not ensured. Also; considering the performance characteristics of these aircraft; the sct SOP states that the heavy will be issued a speed not to exceed 280 KTS from manhatten radar to newport radar; whereas the crj preceding the heavy would have to be issued a speed of 250 KTS. So; not only did I have less than three miles from the tower; I then must protect for up to a thirty knot overtake when I hand these two aircraft to newport. Obviously; we should have more than three miles from the tower; but at a minimum we should expect no less than standard separation. Recommendation; los angeles tower should provide standard IFR separation.
