Narrative:
Repeat item when flaps selected to 1 got 'te disagree' message and EICAS warning. This happened just the day before. Flaps locked out in the up position. I broke off approach and we were sent out west of the airport. I flew the jet; the first officer ran the QRH checklist. We got flaps manually down to 20 and came back to land. Tower asked us to land on runway 25. We did normal roll out. Airport fire fighting and rescue equipment was requested. Brakes were cool and we taxied back to the gate. Gave plane to maintenance.
Original NASA ASRS Text
