Narrative:
A aircraft was cleared through the altitude of two other aircraft at 100 and at 140. Contributing to the errors are as follows: 1. Targets west and south of the bqn VOR were dropping off the radar as documented in the facility operations log. 2. Sectors 2 and 8 were combined when they should have been split due to the level of difficulty. 3. The operational manager came to the sector and ordered us to respond to the requests of the bqn federal contract tower for releases.
