Narrative:
Aircraft X was cleared from fws to cll via the JPOOL4 departure; however the JPOOL4 departure doesn't go there. It does have a cll transition; but the VOR is not collocated with easterwood field. On questioning; the pilot said his GPS would not accept the route without typing in all the elements and manually adding a segment from cll VORTAC to cll airport; but he assumed this was what was intended. Recommendation; fix our automation.
