On approach; flaps were at 1. Turning final when flaps were extended to 5 we had a trailing edge disagreement light. Climbed back to 10;000 feet and tower gave us delaying vectors. Accomplished all checklists and declared an emergency. Made a cabin advisory to the flight attendants in the back and made a PA to the passengers. Landed with flaps 1; target 170 kts.; no autobrakes. We canceled the trucks and taxied to the gate. Debriefed and made proper writeup in ACARS.
