Narrative:
At the start of my shift I was informed that peoria approach was becoming a VFR tower. The times that it was occurring were given. No other guidance was given other than that. The current letters of agreement between ZAU and pia do not state that peoria will ever become a VFR tower. The procedure for scheduled and unscheduled outages are for peoria approach to be non-radar below 6;000 feet MSL. Contrary to those letters of agreement and contingency plans we were directed that peoria approach was to become a VFR tower and no further directions were given as to what frequencies we were to use; how we were to clear aircraft for approach; how we were to coordinate aircraft that were on approach; etc. In the future I would recommend that any change of procedures be written and agreed upon prior to implementation.
