Narrative:
A C182 came over to us on the way to oxnard airport (oxr). Aircraft was checking in when the sector who handed off to us; malibu; called me and told me the aircraft did not appear to be climbing. Aircraft was in a 4;000 feet. MVA at 3;000 feet when the controller issued a climb. Recommendation; not sure what to say about this; I do not know if training was involved.

Title: SCT controller described a possible MVA infraction when traffic being transferred was at 3000; in a 4000 MVA area; no FAA loss of separation event was recorded.
