Narrative:
In the middle of my night shift; the maintenance control manager told the maintenance controllers working the airbus desk that we had an incident in ZZZ. We were told that another airline's winglet struck our A320 wing tip fence and a mechanic would call for a configuration deviation list (cdl). I received the call early morning for the cdl. I asked the mechanic if they had accomplished speed taping the wing tip per the maintenance procedures. He said they accomplished the maintenance procedures so I issued the cdl. I did not ask the mechanic directly if they accomplished a wing tip impact inspection. The maintenance control manager had a wing tip robbed from an aircraft in heavy maintenance and shipped to the next maintenance station; to be installed on the aircraft when it arrived from ZZZ. Two managers called me at home two days later and informed me to fill out a report in regards to the cdl that I issued to the contract maintenance mechanic.

Title: A Maintenance Controller reports he did not specifically asked a Contract Maintenance Mechanic if he had accomplished a Wing Tip Impact Inspection on an A320 for a wing tip Fence damage prior to issuing a CDL deferral.
