Narrative:
I'm the swing shift lead for our air carrier that performs engine overhauls on pratt-whitney engines for military aircraft. I have been informed that a procedure that we perform on the fuel distribution valve is unclear. When we install a fuel distribution valve we use job instruction card (jic) 70XXX. This job card is used to connect the fuel lines of the fuel nozzle manifold to the distribution valve. The job card tells the mechanic to install gaskets on the distribution valve nipples followed by the fuel manifold b-nuts. The mechanics that were given this assignment had not been formally trained and were not provided a qualified mechanic to assist them. As a result the mechanics misunderstood the instructions and did not install the conical gasket that was required.

Title: A Lead Mechanic reports that mechanics who had not been formally trained and not provided a Qualified Mechanic to assist them; were directed to follow a job card to install gaskets on the fuel distribution valves during overhaul of Pratt-Whitney engines used on military aircraft. Mechanics misunderstood the job card and the conical gaskets were not installed.
