Narrative:
We were told to descend to 3100 ft on an altimeter setting of 29.82. Just prior to reaching that altitude; the controller re-verified that our clearance was to 3100 ft. I commented to the captain that I could see why; as there was an indication of terrain 1000 ft below us within a couple of miles. We were established at 3100 ft for at least a minute with a hard altitude capture; flying at 250 KIAS; when the egpws audio alert occurred: 'terrain; terrain; pull up.' there was no corresponding indication on the nd of amber or red terrain above us; but the captain initiated the CFIT recovery maneuver. I immediately informed ATC that we were climbing due to a terrain indication; and would stop at 4000 ft. ATC responded and cleared us to 2000 ft to intercept the runway 11 localizer for the approach into oak. We then landed without incident.

Title: An Air Carrier crew reported an EGPWS 'TERRAIN; TERRAIN' warning while being vectored downwind for an OAK Runway 11 ILS. The ND remained green but the crew executed an escape maneuver.
