Narrative:
While working ground control; airport X (ops vehicle) called and requested to cross runway 13R at delta. Since we were in a north operation; I asked for clarification and said; 'confirm you want to cross 31L at delta.' airport X said affirmative; so I coordinated an appropriate crossing with the local controller. I instructed airport X to cross runway 31L at delta; and after observing no vehicle movement at the intersection; I scanned delta and observed airport X crossing 31R at delta on the other side of the airport. Recommendation; more in depth training for airport vehicle operators.
