Narrative:
Aircraft X was on a one mile final to runway 4; and I issued a runway crossing to aircraft Y at taxiway J; 'cross runway 4; bear left onto taxiway hotel-2 and hotel.' taxiway H-2 is a 'reverse diagonal' taxiway; angling back toward the approach of runway 4; approximately 1000 feet from the runway threshold. As aircraft X approached the rail yard; about a 1/2 mile final; and indicating 120 knots; I observed aircraft Y complete the crossing as instructed. At this same time; the asde-X safety logic issued a 'go-around' for aircraft X. Both I; on ground control; and the local controller observed that aircraft X was in fact clear of runway 4; and declined to issue the go-around. The event was logged as a nuisance alarm. Recommendation; asde-X safety logic should be adjusted/corrected to eliminate nuisance alarms at this taxiway crossing.

Title: HOU Controller elects to permit landing on Runway 4 following an ASDE-X go around instruction that involved a runway crossing; the subject traffic was observed and verified to be clear.
