Narrative:
When outside outer marker on an ILS approach to runway 4L in newark a twin engine small transport type took off small airport just outside the TCA, the aircraft blew under us just outside the TCA. It then made a climbing left 180 degree turn and came back toward us entering the TCA without clearance. We were about 1000' MSL on G/south. We leveled off to stay clear as the twin small transport went directly under our path. The problem was caused by an aircraft not under tower control entered the TCA without approval while operating VFR on very edge of TCA.

Title: VFR TRAFFIC DEPARTING ARPT LOCATED ON EDGE OF TCA IS UNREPORTED TRAFFIC TO ACFT ON APCH EWR.
Narrative: WHEN OUTSIDE OUTER MARKER ON AN ILS APCH TO RWY 4L IN NEWARK A TWIN ENG SMT TYPE TOOK OFF SMALL ARPT JUST OUTSIDE THE TCA, THE ACFT BLEW UNDER US JUST OUTSIDE THE TCA. IT THEN MADE A CLBING L 180 DEG TURN AND CAME BACK TOWARD US ENTERING THE TCA WITHOUT CLRNC. WE WERE ABOUT 1000' MSL ON G/S. WE LEVELED OFF TO STAY CLR AS THE TWIN SMT WENT DIRECTLY UNDER OUR PATH. THE PROB WAS CAUSED BY AN ACFT NOT UNDER TWR CTL ENTERED THE TCA WITHOUT APPROVAL WHILE OPERATING VFR ON VERY EDGE OF TCA.
