Narrative:
Repositioning flight with no flight attendants or passengers. On approach to runway xx when flaps 2 selected; ECAM alerted caution flaps locked. I performed a go around; completed ECAM actions and QRH follow up. I declared an emergency out of abundance of caution; requested the longer runway and landed without further problem. This aircraft apparently has recent history of flap problems.
Original NASA ASRS Text
