Narrative:
Deferral stated EICAS message engine anti-ice displayed and engine anti-ice valve light remained illuminated with switch on position 2. Action-verified; valve operations normal; reference MEL chapter 30-21. Item deferred for time per maintenance control. Defect: right engine anti-ice valve light inoperative. I was suspicious of the deferral.reviewing the write up; this doesn't look like a simple light inoperative. No time to replace a light bulb? To me this looks as if the valve was indeed inoperative; not the light; and we were going to ZZZ which was experience icing conditions.I refused the aircraft and then indeed the valve was replaced; not the light; which was working properly. Frightening to think what cursory review write ups receive; and what the consequences of improper deferrals could lead to.

Title: During preflight Logbook review; a B757-200 Captain notices a discrepancy in the deferral of an Engine Anti-Ice Valve light that remained illuminated with the switch 'On' at Position 2. Aircraft refused. Maintenance replaces valve. Light and Valve in agreement after change. Captain concerned about cursory review of write-ups received and consequences of improper deferrals.
