Narrative:
During descent; while on vectors for the approach; we extended the flight spoilers and received a ob (outboard) flight spoiler and ob spoileron caution message. We ran the QRH; declared an emergency; notified the flight attendants; contacted dispatch and agreed on landing runway and landing data. We landed without further incident.

Title: The flight crew of a commuter air carrier fixed wing jet maintained control after encountering outboard spoiler and spoileron anomalies. They declared an emergency and landed without incident.
Narrative: During descent; while on vectors for the approach; we extended the flight spoilers and received a OB (outboard) flight spoiler and OB spoileron caution message.
