Narrative:
Dab radar OTS so cleared 16 NM DME arc of omn VOR to intercept ILS runway 7L dab, maintain 1600' MSL. On about the 260 degree right of omn VOR on 16 NM arc at 1800' MSL, we spotted a white with red trim small aircraft at 11 O'clock coming directly at us at our altitude. We climbed to 2100' passing about directly over him. This approach takes you within 1 mi of 1j6 municipal airport at 1600' under VFR conditions and is very unsafe, considering the number of uncontrolled aircraft in this area and altitude. I believe the altitude on the arc should be at least 3000'. This arc takes you directly between dab and orl in the area that most small aircraft transiting the area use. They seem also to fly at 1000-2000' in this area.

THIS APCH TAKES YOU WITHIN 1 MI OF 1J6 MUNICIPAL ARPT AT 1600' UNDER VFR CONDITIONS AND IS VERY UNSAFE, CONSIDERING THE NUMBER OF UNCTLED ACFT IN THIS AREA AND ALT. I BELIEVE THE ALT ON THE ARC SHOULD BE AT LEAST 3000'. THIS ARC TAKES YOU DIRECTLY BTWN DAB AND ORL IN THE AREA THAT MOST SMA TRANSITING THE AREA USE. THEY SEEM ALSO TO FLY AT 1000-2000' IN THIS AREA.
