Narrative:
On 3 mi outbnd for practice ILS 35 we saw plane doing turns at our level. It then turned toward us and I had to make a sharp right hand turn to avoid collision. It then went to lake monroe area after I had regained procedure turn outbnd, inbound, and was established and over outer marker. It came back and made a dive at my tail. I climbed and we couldn't see it. It was quite fast and was making circles over lake monroe and appeared to head toward us. My safety pilot was keeping him in sight. P.south. It appeared as if he was playing 'red baron'.
