Narrative:
Flight, lax to iad. After takeoff tower had us switch to departure control frequency. Upon checking in with departure we were given left turn to lax VOR climb to 13000'. The captain initiated the turn and I called to verify. At this time another controller came up and told us vector 220 maintain 5000'. We passed about 1500' above and 2500' abeam an small aircraft traveling in the same direction. Vectors were given on course to trm VOR.

Title: DEP CTLR GAVE ACR WDB TURN FOR LOOP DEP WHEN FLT WAS ON FLIPPER DEP.
Narrative: FLT, LAX TO IAD. AFTER TKOF TWR HAD US SWITCH TO DEP CTL FREQ. UPON CHECKING IN WITH DEP WE WERE GIVEN LEFT TURN TO LAX VOR CLIMB TO 13000'. THE CAPT INITIATED THE TURN AND I CALLED TO VERIFY. AT THIS TIME ANOTHER CTLR CAME UP AND TOLD US VECTOR 220 MAINTAIN 5000'. WE PASSED ABOUT 1500' ABOVE AND 2500' ABEAM AN SMA TRAVELING IN THE SAME DIRECTION. VECTORS WERE GIVEN ON COURSE TO TRM VOR.
