Narrative:
After takeoff weather deteriorated and a precautionary off airport landing was made. Callback conversation with reporter revealed the following information: tried to contact mhk FSS on the ground at 3JC but couldn't hear them so said would contact in air. Once in air FSS gave him the WX and found he could not get around to the south. Reversed to go back to 3JC or fri but WX had now boxed him in and was lowering rapidly with T storm rapidly approaching. With roll cloud overhead, turbulence got very bad because of limited experience and no instrument training, decided to get on ground as soon as possible. Made approach to highway but car pulled in front so had to abandon approach. As he came to top of hill it was clear mesa so he landed but couldn't get stopped before hitting fence on other end. Post put cut in wing so had to get ferry permit to fly aircraft out which FAA approved. FAA also investigated incident but so far has heard nothing back from them.

Title: GA SMA TRAPPED BY FAST DEVELOPING WX SYSTEM WITH NO INSTRUMENT EXPERIENCE MADE PRECAUTIONARY OFF ARPT LNDG.
Narrative: AFTER TKOF WEATHER DETERIORATED AND A PRECAUTIONARY OFF ARPT LNDG WAS MADE. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING INFORMATION: TRIED TO CONTACT MHK FSS ON THE GND AT 3JC BUT COULDN'T HEAR THEM SO SAID WOULD CONTACT IN AIR. ONCE IN AIR FSS GAVE HIM THE WX AND FOUND HE COULD NOT GET AROUND TO THE SOUTH. REVERSED TO GO BACK TO 3JC OR FRI BUT WX HAD NOW BOXED HIM IN AND WAS LOWERING RAPIDLY WITH T STORM RAPIDLY APCHING.
