Narrative:
An MU2 was issued and read back the NOTWN2 departure. It consists of a right turn when intercepting the LAS311R outbound. The MU2 turned left inbound towards las. This has been an ongoing problem. A statement has been included on our ATIS to alert pilots to review the departure procedure and has not improved the problem.

Title: VGT Controller described a wrong direction turn by an IFR departure issued the NOTWN2 SID; the reporter claiming similar type wrong turns are an on-going problem.
Narrative: An MU2 was issued and read back the NOTWN2 Departure. It consists of a right turn when intercepting the LAS311R outbound. The MU2 turned left inbound towards LAS.
