Narrative:

Visibility was 1/2 mile with snow. Snow removal was in progress with multiple departures. Snow boss; leading multiple snow removal equipment vehicles; had clearance on runway 35R for a quick turn on the runway between departures. Aircraft X was taxing to runway 35R for departure; currently on a taxiway between A-16 and A-18. I heard snow boss say; 'all equipment is clear at A-16.' I asked aircraft X if he was ready; he said yes; so I gave him his takeoff clearance and issued the heading given with the release. Snow boss came back a few seconds later and said; 'all vehicles are clear of runway 35R.' I said to snow boss; 'I thought you already told me you were clear?' snow boss responded; 'no; I said we were going to to clear at A16.' aircraft X asked if his takeoff clearance was still good. I reissued the takeoff clearance to aircraft X. Recommendation; retrain vehicle drivers to be clearer.
