Narrative:
Prior to departure we were placed in a ground delay for approximately 52 minutes. The captain and first officer elected to shut down both engines and brief the crew; passengers; and send an ACARS policy report to the company about the delay. ATC moved the delay up and asked if we could accept an early departure. We agreed and ran the proper checklists; started both engines; briefed the passengers and crew; and waited for clearance to taxi to the active runway 28. Ground cleared us to the runway and to change over to tower frequency. At this moment the first officer didn't switch over to tower frequency and elected to send the company an updated operations report. The captain assumed we were cleared for takeoff and asked for the before takeoff checklist. After completion of checklist; the captain taxied onto the runway; transferred the controls; and stated we were cleared for takeoff. The first officer accepted controls and took off. After reaching a safe altitude; ATC gave us a number to call when we landed. After landing; the captain contacted the tower and clarified the confusion. The captain and the controllers handled the situation professionally.
