Narrative:
We had the flaps fail at 18 degrees after takeoff. The weather at the departure airport was VFR but the winds were a direct crosswind and gusting up to 30. We checked the fuel and had enough to go to ZZZ. We felt ZZZ was better since the winds were almost calm and the runway was over 10;000 feet long. After an ACARS message was sent to dispatch they agreed with the diversion decision. We then proceeded to ZZZ and landed on xxl. We had declared an emergency with the tower at our departure airport.

Title: A CRJ Flight Crew diverted to a preferable airport when their flaps failed to retract after takeoff from an airport with strong crosswinds and short runways.
