Narrative:
Large transport X departed ind and after several vectors for spacing was issued a vector 090 degrees to join J29 on course climbing from FL240 and FL280. Large transport Y inbound to cle was proceeding direct to rod descending from FL290 down to FL240. The wind was 355 at 55 KTS, so large transport X's actual track ended up about 115 degrees. When the potential conflict was noticed large transport X was turned to heading 020 degrees for traffic to parallel large transport Y. Large transport X did not seem to be turning, so large transport Y was issued a 120 degree heading and large transport X was issued a 360 degree heading. Both aircraft were asked to expedite their climb and descent. Sep was lost.

Title: TWO ACR LGT'S, ONE CLIMBING, ONE DESCENDING, ARE ALLOWED TO CONVERGE INTO CONFLICT WITHOUT ALT SEPARATION.
Narrative: LGT X DEPARTED IND AND AFTER SEVERAL VECTORS FOR SPACING WAS ISSUED A VECTOR 090 DEGS TO JOIN J29 ON COURSE CLBING FROM FL240 AND FL280. LGT Y INBND TO CLE WAS PROCEEDING DIRECT TO ROD DSNDING FROM FL290 DOWN TO FL240. THE WIND WAS 355 AT 55 KTS, SO LGT X'S ACTUAL TRACK ENDED UP ABOUT 115 DEGS. WHEN THE POTENTIAL CONFLICT WAS NOTICED LGT X WAS TURNED TO HDG 020 DEGS FOR TFC TO PARALLEL LGT Y. LGT X DID NOT SEEM TO BE TURNING, SO LGT Y WAS ISSUED A 120 DEG HDG AND LGT X WAS ISSUED A 360 DEG HDG. BOTH ACFT WERE ASKED TO EXPEDITE THEIR CLB AND DSCNT. SEP WAS LOST.
