Narrative:
We were holding [on the ground]; waiting for a gate. Across the ramp was another airplane which was holding as well. I noticed a fast-moving airplane off to the right-moving southbound at a very high taxi speed - it was passing between us and the other holding aircraft. This aircraft's left wing passed very close to our right wing (I would estimate within 5 ft). I have been operating into and out of atl for over a decade - and I don't think I have ever seen another plane come so close to hitting us. The rate of speed was very concerning as well - I would say at least 15 mph; maybe even 20 mph. I understand that it was a very frustrating afternoon; and a lot of people were running late and having to hold for gates; but someone needs to look up this captain and speak to him or her. This was way too close - there really is no excuse for operating on a busy ramp in that manner. We noted no damage on post flight inspection.
