Narrative:
Air carrier X was crossing east of the field for the right downwind arrival to runway 1L. I issued 8000' to air carrier X and scanned the arrival area and observed air carrier Y at 10000 south-southwest bound. I told air carrier X to maintain 11000' and issued traffic. Air carrier Y continued the climb. Air carrier X received an RA and asked if he should respond. After the aircraft passed air carrier X let me know he had visual. Recommendation; I reacted poorly to the situation. I didn't know what air carrier Y was doing in my airspace. With not all the information; I made a bad call. Had I known air carrier Y was climbing I could have issued a descent and turn.

Title: L30 controller described conflict event when failing to note an uncoordinated aircraft and then failing to respond to that aircraft; the reporter noting poor reaction to the situation.
