Narrative:

On personal cross-country; right engine surged and quit running and would not restart. I feathered prop and called a nearby tower for immediate landing. After about (8 minutes) left engine surged several times and quit. [I] executed engines out landing in water about 2 miles from field. Fuel computer showed I should have 33 gallons remaining; but tanks were dry. Towed to shore; refueled and flew my destination. No injuries. [I] will watch fuel management more closely. I believe that either a math error or invalid fuel dispensed contributed to this. I will be absolutely sure of fueling process.
