Narrative:

During boarding in cabo the lead flight attendant came up to the cockpit and informed us that the two girls that just boarded were intoxicated and she did not feel comfortable having them travel with us. The captain replied that it was her decision and that he would 'back her up'. The gate agent showed up and asked to see the passengers. Agent went back and talked to the passengers and then came up and said that the girls seemed fine to him. He said 'I will remove them if you want; but they seem fine;' then he asked again if she was sure she wanted him to remove the passengers. The lead then came up to the cockpit and informed us about what was going on and again told us that she 'did not feel comfortable transporting the passengers.' the captain then said 'I saw the two girls; they look pretty young. How much trouble could they be?' at that point I jumped in and said 'don't let anyone pressure you. If you don't feel comfortable with them traveling with us then stick by your guns.' the captain then jumped in and said 'I'm the supervisor here; I will handle this.' the lead then went back and talked to the gate agent. When she returned; she said 'its fine; we can go' so the captain said 'ok; close it up.' after the door was closed the other flight attendant leaned in and said 'the gate should have just removed the passengers.' the captain said 'are you ok with it and the B flight attendant is ok with it?' she said 'ya...ya; we are ok' then closed the door. We pushed back and departed. Upon arrival; after parking brake was set; I told the captain that I thought he handled the situation in a very unprofessional manner. He walked out of the cockpit. The lead came in and said that she would be writing an event report because all this took place in front of first class passengers. Gate agents should do their job and not board passengers that are intoxicated. Once a flight attendant steps up and says the passengers are intoxicated and should not travel; that should be it. Flight attendant's should not be pressured into taking revenue. I feel the captain let down his crew by not following the guidelines printed in the fom.
