Narrative:
I woke up [early] anticipating my short call [on reserve]. I sat short call all day; and by [early evening] there wasn't much they could use me for. The crew desk [then] called and notified me that a commuter pilot failed to make his trip to work; and I would be going to [a european destination]. The weather was horrible; and the flight was going late. If I accepted the assignment; I would have been awake for 28 hours straight upon landing. I cannot safely function for that long without sleep; so I refused the assignment due to fatigue. I realize that the 1 hour nap on the plane is supposed to make the assignment 'legal;' but it would not be safe.
