Narrative:
Flight crew reported overhead panels on 20VU incorrectly installed. Blanking panel installed between 30VU and 35VU. Blanking panel should have been installed above per wiring diagram figure-1. We deplaned passengers and depowered aircraft; reconfigured aircraft panels to proper positions per (aircraft wiring manual) awm 93-00-20. This was a vendor repaired aircraft.

Title: A Line Mechanic reports an A319 Captain noted the overhead panels on the Main Panel 20VU were incorrectly installed. A blanking panel had been installed between the Air Conditioning Control Module Panel 30VU and the Electrical Control Module Panel 35VU. Aircraft had been released from a contract vendor maintenance heavy check a few weeks earlier.
