Narrative:
A BE40 departed tvk VFR and requested clearance to stp; aircraft was issued clearance with the amendment to 'direct agude AGUDE2' arrival. Aircraft failed to turn on transponder and was not tracked by the radar since the egv radar site is a secondary only radar. I answered the land line which turned into a somewhat lengthy call. Scanning the display after the call I remarked 'where is this guy' referring to the the BE40 strip in the bay; and then broadcast on frequency for the aircraft to 'check the transponder for on;' the aircraft showed up in the adjacent sector (06); level at 16;000 ft. I then coordinated with sector 06. I could have started a data block on the aircraft at tkv; to alert me sooner that the aircraft had not tracked up.
