Narrative:
I asked the owner if they had mode C on this aircraft. Their response was no, why did I need mode C. I said I was going to fly under the TCA to pdk in greater atlanta. They said I did not need mode C, and that an extension had been granted until later this yr. I called macon FSS, got WX, and filed VFR. I made the flight in good faith, speaking to atl 119.3 only briefly. They were too busy, so I just spoke to pdk. Days later I tried to rent an aircraft to fly a friend from pdk around atlanta. Then I was informed I needed mode C. I called atl FSDO operations. This operations inspector refused to answer and gave me the # to atl tower. Atl tower said I needed mode C. We (macon FSS supervisor and I) discussed further. He said this is in the aim.

Title: PLT OF SMA MAY HAVE ENTERED TCA OR FLOWN WITHIN 30 MILES OF ATL WITHOUT TRANSPONDER, NON COM WITH APCH CTLR.
Narrative: I ASKED THE OWNER IF THEY HAD MODE C ON THIS ACFT. THEIR RESPONSE WAS NO, WHY DID I NEED MODE C. I SAID I WAS GOING TO FLY UNDER THE TCA TO PDK IN GREATER ATLANTA.
