Narrative:
Just finished a busy departure rush and combined positions. Then had a C182 handed of from the G position climbing southbound and I thought that I had given 8000 ft which I own under the arrival route. After the RA went off I realized that I had in fact given 9000 which is arrivals airspace and he had traffic that was descending to 9000 that got the RA and climbed. The conflict alert went off at the same time as the RA was happening. Recommendation; human error; what I said and what I was thinking was different.

Title: M98 Controller experienced loss of separation event when issuing an altitude above assigned airspace; causing a confliction.
