Narrative:

Aircraft X was initially assigned 16000 ft; but the transmission was blocked. On the second clearance; FL260 was inadvertently issued instead of 16000 ft. Separation was lost with aircraft Y during the climb. At the time aircraft X went through 16000 ft; I was making uret flight plan amendments to another aircraft who was descending into my airspace and diverting due to 'technical difficulties.' after completed this and looking back at my scope; I then noticed aircraft X was climbing through what I thought was his assigned altitude.
