Narrative:
I contacted mia approach 16 northwest of fxe and requested a practice ILS. I received a squawk code and vectors for the ILS. Since this was a training flight and a hold would add to the training experience; I requested direct praiz (the outer marker) for the full approach. This was granted.I proceeded direct to praiz and upon reaching turned to the west for the parallel outbound entry into the hold as depicted on the chart. The controller asked what I was doing and it was clear to me that she had no idea what a full approach was. I think she expected me to turn inbound; which would never have allowed us to get established. I told her I was executing the full approach which required the hold entry at praiz to get turned around. She seemed ok with that.I have noticed that controllers are not trained well on full approaches or are not aware of the charted procedures. While I am sure full approaches are seldom done at this facility; I think that the controllers should understand what they mean and what the aircraft is expected to do (fly the charted procedure).

Title: When the pilot of a C182 requested to fly the full ILS Runway 8 IAP at FXE the approach controller was surprised when he turned parallel outbound to enter the required holding pattern.
