Narrative:
When the flight spoilers lever was pulled just prior to our beginning a visual approach; we received ib flight splrs and ib spoilerons caution messages. Notified ATC and requested delay vectors while we complied with QRH. [I] was unable to contact operations. [I] briefed forward flight attendant and passengers. Declared emergency and first officer made uneventful visual approach and landing.

Title: A CRJ-90 Captain reported receiving IB FLT SPLRS and IB SPOILERONS caution messages on approach. They delayed approach to run the procedure; declared an emergency; and landed uneventfully.
