Narrative:
An emb-140 aircraft was in for a c-check. During inspection; it was noted that a carbon cross beam that is suppose to be installed at frame 20 was not installed. It was either removed somewhere on the line or not installed at the previous heavy check. Suggest [to] be sure to install all parts before releasing an aircraft back into service.
