Narrative:
I departed cyyf and penticton radio activated my ICAO flight plan. I followed my filed route and crossed the us/canadian border at the specified fix in my flight plan. I attempted to contact FSS without success. I monitored 121.5 and continued to destination with my transponder set to 1200. I had completed and received clearance to depart via eapis and called and updated my ETA to our destination two hours prior to departing cyyf. Upon arrival we taxied to customs and were cleared. Customs advised us to contact the air marine operations center and we discussed the need to receive a discrete transponder code prior to crossing the border. The sheer volume of NOTAM's and the difficulty in sifting through the nearly indecipherable language contributed to my failure to comply with transponder code requirements for border crossing.
