Narrative:
While on a visual approach to airport called up common traffic advisory service, 6 mi west entered left base for 04, called position. Meanwhile small aircraft was back taxiing active runway 04. Turned about 3 mi final. Called FSS (cta) and stated position. They tried to call small aircraft to ask for position but he would not respond. While on 1-1/2 mi final, initiated a go-around and small aircraft on runway started ground roll. I decided to salvage approach and land on 1/4 to 1/2 mi final. Small aircraft was airborne. If I had it to do over I would have gone ahead with the go-around. The operation was just a little too close for comfort.

Title: NON TWR ARPT ENCOUNTERED SMA BACK TAXIING ON ACTIVE RWY NOT MONITORING CTAF.
Narrative: WHILE ON A VISUAL APCH TO ARPT CALLED UP COMMON TFC ADVISORY SERVICE, 6 MI W ENTERED LEFT BASE FOR 04, CALLED POSITION. MEANWHILE SMA WAS BACK TAXIING ACTIVE RWY 04. TURNED ABOUT 3 MI FINAL. CALLED FSS (CTA) AND STATED POSITION. THEY TRIED TO CALL SMA TO ASK FOR POSITION BUT HE WOULD NOT RESPOND. WHILE ON 1-1/2 MI FINAL, INITIATED A GO-AROUND AND SMA ON RWY STARTED GND ROLL. I DECIDED TO SALVAGE APCH AND LAND ON 1/4 TO 1/2 MI FINAL. SMA WAS AIRBORNE. IF I HAD IT TO DO OVER I WOULD HAVE GONE AHEAD WITH THE GO-AROUND. THE OPERATION WAS JUST A LITTLE TOO CLOSE FOR COMFORT.
